Humanitarian PCS Question-Leave Required?

My father has not been in good health for the last few years. He has been in and out of the hospital back home on and off for that time. Last week, it came to a head when he was admitted for a week for multiple ailments. My mother has been going crazy with working her job and taking care of him at home. My father is mostly non compliant with his medications and doesn’t believe anything his doctors say for diagnoses. My sister who is my only sibling and lives down in Florida where they are at said he is danger of organ failure and he may have a few years to live, if that. So I told my sister and my mother to talk to his doctor and see if his prognosis is within 2 years and see if it is bad enough for me to put in for a Humanitarian PCS to MacDill or Patrick.

I read the guidelines and it says ordinary or emergency leave must be used first. The thing is I am stationed at Robins and it is close enough to where I can go down on a Friday night and come back Sunday Night without taking leave. Does AFPC look at taking leave first as a factor for approving or denying a Humanitarian PCS? I do use leave to visit them twice a year routinely, would this help it?
