Registering outside platforms for amazon links

I remember seeing a post here a while ago about needing to register your outside pages(like YouTube) before posting amazon links in order to stay within the rules of Amazon. After searching for that post I can't seem to find it, so I am wondering if anyone is able to point me how to register my YouTube channel within Amazon to post links in the description
