Iran does not have an active nuclear weapons program

In many videos, Belle says "US intelligence says Iran does not have an active nuclear weapons program".

Is there a video where she elaborates on what this phrase means? Hopefully with an relatable metaphor and maybe some crayons.

When I get into debates on with apologists for Trumps elective war, they take it for granted that Iran is working on a nuke. Iran must have a nuclear program, because we've spent stuxnet-ing the program's centrifuges, car bombing the program's scientists, and bombing the programs mountain storage facilities.

I have difficulty articulating that Iran building the prerequisites for a nuke is not the same as building a nuke. I hope Belle has a video that can articulate this point for me.
