Family reunion visa - better to do inside or outside of Brazil?

My Brazilian partner and I are shortly having our união estável done here in Brazil, which I believe will enable me to apply for a family reunion visa and then get my RNE.

We're planning (roughly) on spending six months inside of Brazil and six months abroad each year, and whilst I suppose I could do this on a tourist visa, life is easier for me if I have residence here as I can do things like open a bank account etc.

For the family reunion visa, I believe I could apply to adjust my status whilst I am in Brazil by making an appointment with the PF. However I also believe that I could do this at a Brazilian Consulate abroad and apply for the visa there, which I would use when I next come back to Brazil.

Is there any compelling reason to do this one way or the other? I'm thinking money, time, or other logistical advantages to either approach.
