Confused my Turtle Power commander deck

I’m new to all this, but for the turtle power deck, does the commander have to be “heroes in a half shell” for it to be legal? The rule sheet talks about pairing Leonardo with other characters as partnered commanders, but doesn’t that make you a white + other color deck and all the other colors not legal in the precon deck?
