Pluto IIx Rev C Install Issues

This Pluto IIx install is driving my crazy. I've watched every install video I could on YT, referred to the GitHub, the checklist there etc and I cannot copy the life of me get this thing to produce a signal. My TV and gaming monitor detect the HDMI cable even attached though. I get less than an ohm at each point between the Pluto board and the digital port using a multimeter. The LEDs 28 and 29, I have both on when power is applied, one is solid orange and the other constantly flashes. Unsure what that means.

This revision of the board does not have the jumper pad in a corner that says 'Jumper HDMI-VCC'. I see where the DCC pad for the 100ohm resistor, but I don't see the VUNREG pad anywhere. The checklist mentions VUNREG was renamed to just 5V, but there seems to be a lot of those on the board.

I feel like I'm missing something obvious here. Can anyone tell me what's going on?
