Barracks strength

Please somebody help me i Must be missing out something

So the thing is that I got into story pretty far and did all the side quests main story etc. and I got stuck on "Win the Battle, Break Through to the bathhouse Basement."

Problem is that I did all the quests possible (I think) and I dont have 3rd upgrade for barracks somehow, which guides on youtube skip totally like it had to be made pasivealy before quest

Does somebody know what is the problem here?
