Renovating balcony

I’m trying to somewhat renovate the balcony. At the edge there is a metal cover as you can see it on the photo. I have no idea what kind of metal it could be or what kind of coating it has. Maybe it’s obvious from the photo. The question is how can I make it nicer? Like make the dark spots, round marks go away. Shall I just clean it with IPA and paint over it? I that case, what kind of paint? This is a flat that I rent but since it’s for an ok price I don’t mind working on it a bit since I’ll stay here for a while. Thanks in advance.
