Louisville Water Company

I've lived here for four years now and the Louisville Water Company has been the absolute bane of my existence. I have had nothing but problems with billing (such as repeatedly saying I have had payments returned and charging me return fees + late fees) and service (random shut offs, no warning and slow resolution). I've lived several different places and never, ever experienced anything like this with a utility company. This is the worst company ever. Ever. Worse than Haliburton. Worse than Goldman-Sachs. They're the worst. With that said, is there ANY recourse against them whatsoever? What are some of your experiences like? Is there a viable alternative? Can we petition the city to take over water service? I mean, I hate this company so much it is tempting me to move to get away from them but I would hate it if that is my only option as I love living here. I've bought a house, we're starting a family, but this goddamn water company is an endless source of stress and aggravation. Does anybody have any ideas or suggestions?
