Soft locked in trade?

So, I basically went for apple orchards with my first development point to get a head start on them growing (and because I wanted to get Rye going too as I've got good fertility for it) and ended up bankrupting myself with the first orchard being your start of 50 wealth (You can't mouse over the cost to see if it's the same resource and I was still figuring out icons).

Set up trade post and I'm pretty sure I've locked myself out of it. Not sure if this is a permanent issue or just need to wait until I can get taxes going?

(Yes I know farming isn't ideal and vegetables are really good.)
