Is sakura skin is free on 10x roll?

Just saw a news when started the game said sakura is guaranteed but the official banner doesn't said guaranteed sakura at all. It is true?

Just finish spend 500 diamond to get starlight fragment and membership(which I get early at 16 roll) and now have 2k fragment for kagura resale, Im already spent so I need to be smart. Anyone?
