Afo and his stupidity

I've recently seen many people try to make sense of why afo didn't take overhaul, whether it was his quirk factor being gone or him having no use for a complex quirk. All of it simply makes no sense to me. After all of those years he spent hiding and had access to overhaul, he decided that not having the quirk, cloning it and handing it to any one of his Nomu or "minions" was a good idea?

Hell he could've given it to the doctor for like 10 seconds, had the doctor fix his broken body and taken it back. Unless there's some canon reason I'm missing then I just don't see a genuine reason he didn't take or at least copy overhaul... Even though he did copy the quirk, he just stripped it in half and made decay instead.
