Hidden Abilities enabled in Hoenn?

I've been fishing in Dewford for some time now just tracing every single Skrelp I pull in; however, they all have Poison Point. Is there any way to get a Skrelp with Adaptability? Are hidden abilities even enabled at this point?

If not, it's no big deal, was able to claim a couple of water gems and a Slowking Hat to my name lol.
