How would you deal with Zygerria?

Say you were in charge of the Republic or another galactic entity and you came to occupy Zygerria. How would you attempt to rehabilitate Zygerrian slavery? Martial law for a generation? Agressively try anyone dealing in slaves?

To be clear, no genocide is allowed. No base delta zero, Death Star, Starkiller or something. You are trying to reincorporate the Zygerrians as respectable members of the Galactic community.
