Overtime question

Recently I was talking to a supervisor from another office and they informed me that overtime it’s supposed to go to the ODL carriers before CCAs. Looking online I can see 8.5.H confirming that statement but my shop Stewart who is normally helpful just shot down my question and I am trying to find out if this is true and where exactly I can find it to argue for it. Thanks for any help in advance.
