Unable to connect to na.wargaming.net

Has anyone else experienced this issue after attempting to add a card to your account?

I attempted to add my debit card to my account, but after several tries, it clearly was not saving the card, and I went to add my Paypal and pay via that instead, but now I cannot access na.wargaming.net - it says connection timed out on every device accessing it from my home network. Restarting the router hasn't helped - and if I connect via mobile data, I can connect once while logged in, and then I have to reconnect.

This leads me to suspect that Wargaming has blacklisted my IP/account for some reason, even though I was just able to pay for WoT Plus via Paypal just fine by doing so via mobile data.

I can't access Player Support to submit a ticket, so I'm at a loss here. I have the funds (as evidenced by being able to pay for it via Paypal), and I'm now subscribed to WoT Plus, but I cannot access any wargaming services except the game itself by directly launching it.

What can I do from here?
