Navigation Architecture Component Deep Link

When I attempt to follow the documentation here: [https://developer.android.com/topic/libraries/architecture/navigation/navigation-implementing#Broadcast](https://developer.android.com/topic/libraries/architecture/navigation/navigation-implementing#Broadcast)

I get an error that says element nav-graph is not allowed here. I've tried in 3.2 beta 4 as well as the latest canary with the same results, is there something I'm missing?
