Is my neighbors obnoxious flood light harming my plant?

So in the black "greenhouse" enclosure in the first photo, my bf is growing a durban poison plant that seems to be somewhere in the flowering stage. The rest of the plants in the enclosures are vegetables.

A few weeks to roughly a month ago our neighbors installed this automatic flood light that's pointed directly at our backyard. We didn't realize until recently that the light could be harming our plant or causing it to not flower. While I \*think\* I can see pistils starting to sprout on the plant, my bf is super concerned that it's being disrupted and it's not gonna flower bc of this light.

It's shining this bright basically all night long starting at I believe around 12 AM.

I'm posting here specifically to also ask if MA has laws against light trespassing & what our next steps should be. We will try asking them to turn it off as it is literally only illuminating our yard, but considering the behavior of these neighbors in the past I don't have high hopes that they will be considerate.
