How so I fix my corgs cow licks?

Hello, I need some advice. Oliver's fur used to lay flat and smooth but a few months ago he obtained these two big cow licks. I just got him groomed but that didn't seem to help fully. What should I try? First picture is before, second is after grooming, thanks!
