Game won’t load on “new” 6th Gen IPad Mini

I just got a factory reset 6th gen iPad mini and one of the first things I did after setting it up was download Dragonvale. Unfortunately, the game won’t load. The loading bar fills to about 98%, then the app just quits. Every time. I’ve tried deleting and redownloading a number of times. Made sure the IOS was up to date, but still nothing. Weirdly, the loading screen is from the Halloween event.

Has this happened to anyone else? Were you able to fix it?
