Who’s at fault

Intersection in my city has had a handful of near miss collisions

Red lane has a green left turn arrow Blue lane has a solid red

In the town it’s legal to make a right on red after a complete stop.

If a driver in the Red lane instead of following the purple line to stay to the left- follows the green line instead while a Blue lane car stops but makes a right turn thinking that Red Lane car could hypothetically stay to the left, who would be at fault?
