What is the most thematic way to tell the story of New Vegas? (Choices, theme)

Before I start, this is of course just opinion and a think piece. Would love to hear others own opinions.

I've been thinking on what makes the most interesting or Chekhov's gun-esque style to tell New Vegas, the decisions made and the conclusion.

Based on the fact that luck, gambling, Vegas and gambits are central to what happens. I can't help but feel the Courier is a Mr. House/Independent ending person. There's a strong theme that the "Wild card" beating the odds fits the best for the backdrop of the story and standing up to all the big players. "The House always wins." Whether this is The Courier standing for House or dismantling it and becoming the leader in his stead.

You have a sort of rivalry/grudge bearer with a fellow move maker. A driven, strong individual who is "bigger than life". Something caused by pure happenstance. (No one knew what you were delivering and how you; by proxy caused devastation in a way that isn't truly looked into deeply, effectively eliminating a beginning nation that could surpass both NCR and Legion)

I can see The Courier besting Ulysses, (either willingly or they simply couldn't find common ground enough that Ulysses was willing to work with or step down from the Courier, I like the idea that the main character doesn't do everything flawlessly and gets the happiest or best outcome in every scenario) yet taking on board his story and viewpoint as more motivation in chasing the "Old World Blues".

"I believe Vegas is worth saving." As a sort of flip side of the coin in terms of what Ulysses desires. They both seek and take interest in the past yet chase it in somewhat different ways. We see this in his tapes, conversations and experiences in Big MT. Both people that are lost to anemoia. Longing for a world they never experienced.

Mr. House is truly old world as opposed to NCR that seeks to repeat the past and falling into the same traps as before. While the Courier can see a man that could predict and ascertain probabilities and someone who can see the bigger picture as someone to back. NCR imitate while House is the real deal. A last relic of a lost world they are obsessed with.

Both sides retreat. Vegas stands on its own. Chaos ensues. The consequences of this decision both beneficial and disasterous for the denizens of the Mojave play out with many problems foreboding to one day come back.

Seeing that nothing could turn out as great as one would hope, a dejected courier eventually decides to leave. Still a victim of longing for something they never will find. An old world flag painted on the back of their trench coat. Carrying the sorrow of themself and Ulysses in essence; becoming him, seeking that better world. Wandering the wastes.

Old souls seeking a time and place that no amount of bloodshed or searching will find. Which brings back to the gambling motif. After everything, they are left with a sense of loss. The fate of most gamblers. The house always wins. Everyone else loses.
