Cannot use Google Play balance because I'm in the country I'm supposed to be in?

I purchased a Google Play Voucher for 1000 ZAR (~50$). I tried to make an in-app purchases in Lords Mobile, but was greeted with the following message, "Error. Couldn't complete your transaction. Your Play balance can only be used in South Africa. See the gift card Terms of Service" I've had this problem before and switch from my home Fibre internet to my mobile internet connection fixed it. Unfortunately this method no longer works. I live in South Africa. I bought the voucher at my local grocery store 5km from my home. I've never left South Africa. I am currently in South Africa.

I've searched online and many people all over the world have the problem with no solution. And I cannot seem to find a contact email address for Google Play support.
