what's with people letting their dogs roam the neighborhood?

I recently moved to a neighborhood north of PCC. When walking my dog I've seen 3 neighbors who just let their dog out of the house to roam the block unleashed and unwatched. They don't bother to pick up after it either.

I've never lived in a place where people are such lazy, rude dog owners.

Leash your dogs and pick up after them. Nobody wants your dog running up and barking at them and nobody wants to see your dog shit everywhere.
