Class/ascendancy that would work well for spell caster (cold) and spell totems?

I want to try both spell caster and spell totems in 0.5.5 and hoped to pick some class / ascendancy that would be good for both. Was hoping to level with cold spells, transition to end game and then at some point later maybe switch to totems.

Is the answer gemling or there is something better like sorc or witch or even oracle?

Also are cold spells actually usable on league starter without large investment?
