Rockets Luxury Tax History

I will preface by saying that I hate Fertitta as much as the rest of us...but I really don't understand the sentiment that he is so so cheap and the Rockets under previous ownership were not just as cheap.

My understanding is Les only paid the tax twice. Once for about \~750k and a second time for \~5.5million. When was Les spending major amounts of money that Fertitta is not?!

I just don't get it. Please help me understand.
