New player, where should I start?

Just installed the game and wanted to create Starfleet character, but there are two options 23c and "normal" Starfleet. As I understand 23c is like alternate tutorial?

Went with 23c as it was "default", but got stuck on first quest(Bull by the Horns rifle distribution bug). Seems like only workaround is to recreate a character, but should I keep trying 23c or go for "normal" Starfleet character?

EDIT: Thank you all for the comments! For those who have similiar issue with getting stuck on "Bul by the horns" mission, It got fixed after I created a second, non 23c character and finished tutorial on that character. After switchign back to 23c character, the mission progressed normally(special thanks to Hip_Fridge).
