Trigger Sub-Action if a Command is Run Multiple Times

I'm trying to setup a command that will only trigger once it has been issued multiple times within a set amount of time. So for example 3 separate people would need to enter the command within one minute. If that happens, then it would show an overlay.

I have a command setup that increments a global variable. I can put a user cooldown on it for one minute. I'm trying to use the Logic If/Else that checks to see if the global variable is greater than 2. The problem here is that it will always continue on to the next sub-actions no matter the result of the if statement. So then I setup a separate action for it to run if it is true, but the problem there is that now I need a trigger for that separate action. The problem there is that the trigger is the sub-action of the previous action and I can't find a way for the sub-actions of the second action to run without a trigger.

Ideally this would all be done with just one action, but I'm just trying to find something that will work.

Also, once the event runs I want a cooldown on everything so it can't be done again for like an hour or something.

Any ideas?
