Power steering issues

I just bought a 2009 Subie Impreza an when cold, I live in the snow belt, the steering is very stiff until the blue light goes off. Is this common? would a fluid change help? Is the pump going or the rack.? This is my first Subaru, I have had 5 Benz's previously.
