How do I open the browser console to start modding?

The only method I see to open the browser console on the documentation page is to press "Ctrl + Shift + I." I have tried this repeatedly on both the game menu, settings page, and in-game; none have done anything. Is there any other way to open the browser console, or is there some hidden page I have to be on to use the keyboard command? Thanks.
