[Suggestion] A few options for moderate gaming and a some basic work, plus a question about displays. Under $800 if possible

Hello! I'm looking for a PC that can handle a little gaming--basically Minecraft and maybe some older games like Civilization and Cities: Skylines. I'd like to be able to run these games easily and with basically the best settings.

Other than that it'll be a general work computer with which I might do some very basic video editing.

I'm looking at these, both of which I've seen suggested here a few times:

and

Are these strong enough? Perhaps more than I need?

One further issue is the monitor. I have an OLD Samsung T220 (here: https://www.cnet.com/products/samsung-syncmaster-t220/specs/). Is this basically useless now? If so, what would you suggest?

The budget could expand to $1000 if necessary but obviously I'd rather not.
