Who can you get away without running flash on?

I've been playing a ton of shyv top with tp/smite and loving it. I also used to run ign/tp on Fio when I was vs somebody who was kinda passive that I could potentially get a kill on but recently the meta has shifted towards Renek and Liss so I need to run flash.
