How to bypass the Worker's right bill & Rumberg War?

I am trying a run with +1 medical, +1. Education, +1 Law enforcement while screwing over both the old guard & the oligarchs. So, if i could avoid paying the costs for WRB & the additional that you would have to pass Taurus then things would be peachy.

Last i played was around a year ago & back there was a "feature" which allowed u to end the Rumberg immediately. During Not-UN meeting if u chose the dialogue options in a specific manner, then two superpowers would collectively sanction Rumberg, preventing the war from triggering.

So does that trick still work or not. If i can figure that out, then the i can cut a Budget point from the military & later on privatize Medical & education industry & get the Budget points back that way.

Alternative to that trick is also welcome.
