Isnt Jayce Q supposed to scale with AP if you steal his ult?

I just played Sylas against a Jayce for the first time, got pretty excited because I like the idea of playing 2 champs in one. But then I took his ult and saw that his Q still scales with AD, so it does no damage... Is that a bug or intended?
