Group Policy power settings

I'm trying to apply/create a GP for our computers at our organization. However, when applying the power plan for Windows 7 machines, it does not work. Cloning the steps that I've read from MS articles and various sites, they do not work properly.

I have 2 machines: 1 with a group policy under "Computer Configuration" and the other one under "User Config." The one under computer creates the plan, but does not set it as default, even if I have selected "set as default plan." The other one (under User config), might modify a couple items, but by and large just doesn't make any real changes. I've ran gpresult and they show on each computer under "applied group policy objects." So, I dunno.

So, how do you all set power options/plans on your systems?

I'm working with a Domain Functional level Windows Server 2008.
