Report card 24hr task

Does anyone know why his 24hr task would be locked, reason being: Quest.

I’ve been meaning to ask about this forever but keep forgetting. I searched here and google to see if anyone else has had the same issue, and there were but no answers.

I’ve put him in inventory just Incase, but that didn’t work. I have the locations for that task as well.
