Just over two weeks, does this look ok? Itchy bumps near tattoo but not on it.

Had my cover up tattoo for just over two weeks. It feels okay but the area around the tattoo does have some small little itchy bumps. None actually on the tattoo though. Is this okay? It didn’t really scab very much, I did notice it peeling a little but thought it would have peeled more.
