Question: Can this be fixed with a touch up?

I recently got a fine line tattoo based off of a flower drawing. I liked the design, I liked the stencil and its placement, but when the the artist was finished, it seemed he had taken some "liberties".

Lines are shaky, lines that were meant to be curvy are completely straight and as a whole the the tattoo doesn't flow as well as it should have.

Can any of this be fixed in a touch up?
