Flowers on a sleeve

Ive noticed a lot of sleeve or major arm pieces have flowers under the featured art on both men and women. Near the elbow. Is this a common personal decision by the person getting the tattoo or some other reason behind it? Thinking about getting my first one so Im really thankful for all you guys posting your ink on here.
