I forgot to file state tax for 2021 they are trying to bill me 4k!

So I somehow didn’t file state taxes (Ohio) in 2021 they sent me a bill for 4k. So I called them and they told me to just go on their website and file and call them back. So I just filed and from what their website shows, they owe me 50 bucks! Are they going to still penalize me for not filing on time? Has anyone dealt with this?
