How Do I Continuously Power The Bottom Dropper Silently?

This is built at the bottom block limit in The End. I cannot build underneath the hopper rows nor the bottom dropper. I got it to power continuously with 2 observer blocks facing into each other and powering the block next to the dropper, however it was not silent. I'm not an expert with redstone, so I need some help to know if this is possible. I think it is, just not sure how. Or if anyone has a great tutorial on powering blocks beneath to figure this out, that'd be appreciated it too. So far everywhere I have seen is not at a block limit like in The End, so they're able to put comparators and such underneath/next to the bottom dropper. I have linked the farm that I'm using to this post in case it helps sort out my ender pearl excess issue. For that I'm wanting it to travel from the hoppers to item elevator where it fills my chest up then the excess is dropped into cactus or lava or even void again something silent.
