New GPU shows Green Pixels!

I installed a new MSI RTX 4060 into my computer and it started showing these green pixels.

They only show up at a refresh rate of 74hz and vanish at 60hz.

Drivers are up to date.

My apps also have this green glitch effect on them.

Can someone please help me? Thank you.

Specs: Processor Intel core i3 4160 Motherboard MSI H81M-P33 RAM 8GB GPU NVIDIA RTX 4060 Monitor BenQ T2200HD

I use a HDMI to VGA Adapter since my monitor only supports VGA.
