Both monitors connected to PC stop receiving input when HDMI is connected to second monitor

Motherboard is B460M. Main monitor was connected with just DP cable. When HDMI cable connected to GPU and into second monitor, the first one stops receiving input and the second one also receives no input. After plugging the second one out, the first one continues to receive no input, even after restarting computer, plugging it out and back in, and power-cycling the monitor.

Is there anyway to get the first monitor working again? it had issues working when swapped pc cases, but after some plugging out and in, it worked again.
