Mouse stuttering tried everything

I get mouse lag on windows 10.

Turning my monitor on and off fixes it, I've updated drivers reinstalled all sorts of crazy things to fix this its driving me insane.

It always comes back but again turning the monitor on and off fixes it I don't understand how its multiple monitor setup. Some of the monitors are 60hz the other are 144hz but the mouse lag completely disappears at times.

Any connection between the mouse lag fixing and turning the 3rd monitor (which is an old TV) on and off?
