PC boot problem (I think??)

So I got my PC fairy recently and after turning it off, I have to wait roughly 25-30 minutes before the button lets me turn it on again. Sometimes it will come on earlier but won't see any of the drives my computer has but drive C and I have to shut it off and wait to use it again. I'm wondering if it's a hard drive issue or maybe the power supply it came with isn't strong enough to power everything right away? I don't have problems when it's on but turning it off or restarting won't always work (screens turn off and I have to manually flick the button in the back or PC stays on)

Any ideas of what it could be or where I could start looking for a fix? Thank you for your time
