Motherboard loop turning on

My X99-E motherboard doesnt turn on, PSU clicks every 2 seconds and PSU fans turn on for like 0.2 seconds. Its in this loop, if i turn it on one time, it stays in this loop and doesnt turn on. PSU isnt the problem, i used different and the problem is the same. CPU is fine too. Gemini told me to unplug the CPU conector and to turn it on. With it unplugged and only the 24pin connected, it doesnt turn on, doesnt do anything. What are your opinions?
