Games show as Not Responding when in background after reinstall

I recently had to replace my mobo, with the exact same model. During this I decided to reinstall windows 11 pro for a clean slate. Before , whenever I would be playing a game (any game, using WoW as example here) it would just have the proper name of game running even if i was watching a youtube video. Now, it shows the game but always has (Not Responding) next it. On mouseover you can deff. see it is still responding. This is a visual thing only I believe , but it is bugging that part of my brain as I know it can function proper name and all. OS/Games is on samsung 980 pro. Everything licensed/activated properly. Nvidia 2080 super, I9-9900, 64 gigs ram, everything driver updated. Temps barely rise because I keep in game settings lower. Just this one visual wording detail that I know can be fixed somehow
