USB speed with flash drive is over 800mb/sec except if I have power plugged in, then it drops to about 20mb/sec

Asus laptop FA617NS 32GB DDR5 (2x16) 4800 2 2TB SSD Windows 11

If I plug the power in via DC jack with the 280w brick, the transfer rate in either of the USB-C port becomes very constipated. It's almost as if the laptop is dedicating more resource to monitoring power. It does not matter if the battery is full or charging, I just can't get the full 800 that I can get if I transfer files while on battery only. This is with a few different C-C cables so it is not a defective cable issue.

I tried the USB A adapter and plugged in the A ports, either side. It tops out at about 200 regardless of if I'm plugged in power or not. Both A ports are supposed to be USB 3 but it acts like USB 2, guessing that Sandisk supplied a dud USB adapter? I don't have a USB 3 compliant A-C adapter at the moment.
