i swapped the acer 5 laptop ac power jack and ap18e7m battery and now it's not charging or turning on

My friend's laptop started to not charge and when unplugged it turned off so I got a new battery and AC power jack to fix it but now it doesn't turn on, I don't think it's charging but that part I'm unsure about. When I try to turn it on a blue light flashes by the area where I plugged in the charger too. It looks like a shining light bulb (the light that's flashing blue)
