Rubberbanding in all games with relatively low ping

Starting about a week ago, my computer started to get frame drops when a lot of things were happening in video games. I figured out my CPU was overheating. During stress tests it would get to 100C (not above though, I still know how bad this is though). I've since taken heat sink off, cleaned it, and put it back on with new thermal paste and made sure it was installed correctly. It now maxes out around 70C, and I haven't seen it go above that. Since I haven't played video games in a week, I opened up Overwatch and had noticeable rubber banding. I wasn't sure if this was Blizzard related, so I opened up another game. Sure enough, I was rubberbanding there too. I've been rubberbanding in every game I've played usually even though I have under 100 usually (League of Legends is the only exception, it spiked up to 180ms for a few seconds occasionally on there). I do not lag in singleplayer. The only thing that I can think it would be is if I installed malware, but I couldn't find anything on my computer. I went through the full guide pinned on the subreddit.
